Service Commitment

In keeping with the Ambulance Act of Ontario Regulation 257/00 (Part II, Section 3 (1) - LACS III, Section (a)), the Corporation of the City of Toronto Emergency Medical Services (TEMS) hereby commits to the following critical elements. They are:

  • Current level of service provided is Basic Life Support (BLS) as defined as a Primary Care Paramedic (PCP), Advanced Life Support (ALS) as defined as an Advanced Care Paramedic (ACP) and Critical Care Paramedic.

  • The 90th percentile for 1996 is 9:49 minutes. For 2007 Toronto EMS measures our 90th Percentile response compliance based upon call response priorities. As we have different standards for our response priorities, an overall 90th percentile does not accurately reflect our performance. Please refer to the following chart for our emergency response compliance:

  • Toronto Emergency Medical Services (TEMS) is committed to continue improving this benchmark through monitoring, capture of electronic data, analyses of same and working with labour, administration and the Central Ambulance Communication Centre (CACC) with the goal of improving the level of efficiency.

  • Service reaction time (T2-T3) <1 minute on calls for all responses. Refer to SOP 03.06.01 (Response to Calls) of the Standard Operating Procedures Manual for further clarification.

  • The total number of BLS and ALS resources available at peak (day) hours from Monday to Friday total 90 and on nights total 43. On weekends at peak (day) hours total 65 and on nights total 45 as per the normal staffing pattern. Generally there are two CCTU ambulances on days and one CCTU ambulance staffed at night.

  • Currently, there are:

    • 428 Level I Paramedics
    • 151 Level II Paramedics
    • 290 Level III Paramedics
    • 18 Level IV Paramedics
    • 108 Emergency Medical Dispatchers
    • 134 Support Staff
    • 72 Management
    • 1,207 Total Staff
